Canada will reopen Parents and Grandparents Program January 28

Canada’s Parents and Grandparents Program will reopen to interested sponsors beginning on January 28, the federal government announced today.  
The program, known as the PGP, allows Canadian citizens and permanent residents over the age of 18 to sponsor their parents and/or grandparents for Canadian permanent residence.
Immigration, Refugees and Citizenship Canada (IRCC) says up to 20,000 new PGP applications will be processed in 2019.
Anyone hoping to sponsor their parents and/or grandparents through the PGP will have to first complete an online Interest to Sponsor form, which will be made available at noon Eastern Standard Time on January 28.
IRCC will process Interest to Sponsor forms in the order they are received and invitations to apply to the PGP will be issued until the program’s cap of 20,000 complete applications is met.
This first-in, first-served approach to accepting applications replaces the controversial randomized lottery process that IRCC introduced last year and later scrapped.
Many had criticized the randomized approach as unfair to those who had been waiting for years to sponsor their parents and/or grandparents.

Interest to Sponsor: How it works

Completing an Interest to Sponsor form is not an application but rather notifies IRCC of your wish to be considered as a potential sponsor.
IRCC said interested sponsors should first review the eligibility requirements to ensure they meet the program's requirement, including the threshold for Minimum Necessary Income.
IRCC will also require potential sponsors to upload a copy of a status in Canada document when submitting their interest to sponsor form.
All individuals who submit an online form will be notified whether they have been invited or not.
Those invited to sponsor to apply will have 60 days to submit a completed application, including all supporting documents.

Canada's goal of 1 million new permanent residents turning heads worldwide

Canada’s goal of admitting more than a million new permanent residents by the end of 2021 is gaining new attention internationally.  
Recent reports by the BBCCNN, and others have highlighted how the three-year target is setting Canada apart on the global stage. As CNN reported, “Canada’s friendly stance towards new residents comes as many other Western nations, including the United States, are adopting more restrictive immigration policies.”
New York Times opinion piece took it further, arguing the U.S. should be following Canada’s example and increasing immigration for the sake of its “economic health.”
This rationale lies at the heart of Canada’s drive to raise its immigration levels. In his department’s annual report to Parliament last fall, Canada’s Minister of Immigration, Refugees and Citizenship, Ahmed Hussein, said, “growing immigration levels, particularly in the Economic Class, will help us sustain our labor force, support economic growth and spur innovation.”
Under Canada’s latest three-year immigration levels plan, total immigration is expected to reach 350,000 new permanent residents in the year 2021. This represents an immigration level of nearly one percent of Canada’s population, which the Conference Board of Canada says must be reached by 2030 to ensure modest population and economic growth.

Nearly 60 percent of all new permanent residents expected this year are slated to arrive through economic immigration programs. Of these, four programs — the three Federal High Skilled programs managed by Canada’s Express Entry system and the Provincial Nominee Program (PNP) — are expected to account for nearly 75 percent of all economic admissions.

Rudy Giuliani says Trump didn't collude with Russia but can't say if campaign aides did

Rudy Giuliani said Wednesday that he never denied President Donald Trump's campaign colluded with the Russian government during the 2016 campaign, only that the President himself was not involved in collusion.
In an interview with CNN's Chris Cuomo on "Cuomo Prime Time," Giuliani, a former New York mayor and Trump's attorney, said he doesn't know if other people in the campaign, including former campaign chairman Paul Manafort, were working with the Kremlin during the 2016 presidential race.
"I never said there was no collusion between the campaign, or people in the campaign," Giuliani said.
    He added, "I said the President of the United States. There is not a single bit of evidence the President of the United States committed the only crime you can commit here, conspiring with the Russians to hack the DNC."
    It's another remarkable statement from Giuliani, given that the President and his supporters have repeatedly denied any collusion between the Trump campaign and the Russian government. A person familiar with the matter told CNN last week that Manafort, while serving as Trump's campaign chairman, tried to send internal polling data from the Trump campaign with two Kremlin-supporting Ukrainian oligarchs through his associate Konstantin Kilimnik, a Russian national who is linked to Russian intelligence.
    When Cuomo asked if Manafort sharing such data with foreign agents constituted collusion, Giuliani said Trump never shared the polling data himself and only found out about it recently in the news.
    "Donald Trump wasn't giving polling data to anyone," Giuliani said, adding, "he did not know about it until it was revealed a few weeks ago in an article."
    Trump himself has tweeted at least 13 times directly saying there was no collusion between the Trump campaign and the Russian government. The latest such denial came on December 10.
    "Democrats can't find a Smocking (sic) Gun tying the Trump campaign to Russia after James Comey's testimony. No Smocking (sic) Gun...No Collusion.' @FoxNews. That's because there was NO COLLUSION. So now the Dems go to a simple private transaction, wrongly call it a campaign contribution," Trump tweeted, referencing a quote that was said on Fox News.
    The President reacting to a filing in the court case of his former attorney, Michael Cohen, and the money paid to two women during the 2016 campaign who allege they've had extramarital affairs with Trump. Trump has denied both allegations.
    Trump later added, "Which it was not (but even if it was, it is only a CIVIL CASE, like Obama's - but it was done correctly by a lawyer and there would not even be a fine. Lawyer's liability if he made a mistake, not me). Cohen just trying to get his sentence reduced. WITCH HUNT!"
    In the interview with Cuomo, Giuliani challenged special counsel Robert Mueller to provide evidence of wrongdoing by the President.
    "Let's see if he's got anything -- I challenge him to show us some evidence that the President was involved in anything approaching criminal conduct," Giuliani said.
    He added, "If you want to do an ethics investigation fine, do an ethics investigation. But you don't need a special prosecutor for that."
    Later in the interview, Giuliani shot down reports that he had said Trump's legal team should get to edit Mueller's report before it goes public.
    Giuliani told Cuomo that he only meant Trump's legal team should get to see Mueller's final report before it goes public in order to write a response, but stressed that he does not want to alter the report and supports as much of it being published as national security allows.
    "Of course I should (be able to view it first), I should be allowed to respond," Giuliani said, adding that "it's fair that we get an opportunity to do that."
    "I don't want to change the report, I want to respond to the report," he added.
    Giuliani said that he would ideally like the report to be published unredacted so that he and fellow Trump lawyer Jay Sekulow could provide a complete counterargument, and that he would not be able to edit the report regardless.
    "As his lawyer, I'd honestly like you to see the whole report because I think Jay and I could knock the hell out of it," he said.
      "First of all, they wouldn't let me change the report. Secondly; I've been a lawyer too long to think I'd ever do that. Third, I want them to write the garbage they're going to write because I want to answer it," Giuliani added.

      Israeli exchange student, 21, killed in 'horrific' attack in Melbourne, Australia

      A 21-year-old exchange student has been killed in a "horrific attack" in Melbourne, Australia, police said -- a city consistently ranked among the world's safest places to live.
      Victoria Police said the victim, Israeli national Aiia Maasarwe, appeared to have been "seriously assaulted."
      The La Trobe University student's body was found partially clothed in bushes early Wednesday in Bundoora, a suburb about 16 kilometers (10 miles) from Melbourne's center, CNN affiliate Nine News Australia reported.
        Maasarwe was talking on the phone to her sister, who was overseas, when the attack happened, police said. The sister then alerted authorities.
        Detective Inspector Andrew Stamper said Thursday that further details about her injuries would not be revealed out of respect for her family.
        "This was an absolutely horrendous, horrific attack that was committed against an innocent young woman," he said.
        Investigators believe a T-shirt and cap found in bushes about 100 meters (330 feet) from the crime scene were left by Maasarwe's killer.
        Stamper said the clothing was "key to solving this crime."
        "Somebody in the community knows who did this. Somebody's come home on Tuesday night or in the early hours of Wednesday morning, maybe with blood on them, missing items of clothing," he said. "Somebody knows about this and we need help."
        The shirt and cap found by authorities.
        La Trobe University said its community was "shocked and saddened."
        "La Trobe University is committed to providing a safe university environment. On campus we undertake a range of activities to improve personal and physical safety and our security has been intensified as a result of this incident," the school said in a statement.
        "We are committed to continuing to work closely with all relevant authorities to address these serious community issues around public safety and violence against women."

        Syria attack: 4 Americans killed, ISIS claims responsibility

        Washington (CNN)ISIS has claimed responsibility for a deadly explosion that killed four Americans -- two US service members, a defense contractor and a Department of Defense civilian -- in the Syrian city of Manbij on Wednesday, according to the US military.
        All four US personnel that were killed were Americans, according to Commander Sean Robertson, a spokesman for the Pentagon.
        The civilian was an intelligence expert who was with the troops hoping to collect information about security and adversaries in the area, according to three US officials.
          "Two US service members, one Department of Defense (DoD)civilian and one contractor supporting DoD were killed and three service members were injured while conducting a local engagement in Manbij, Syria," US Central Command said in a statement.
          "Initial reports indicate an explosion caused the casualties, and the incident is under investigation," the statement said.
          Prior to Wednesday's attack, only two US service members had been killed in action in Syria since the start of the campaign in 2014.
          The US-led coalition confirmed earlier Wednesday that US service members were killed in the attack, but did not provide details regarding the number of casualties at the time and said the service members were "conducting a routine patrol" at the time of the explosion.
          "U.S. service members were killed during an explosion while conducting a routine patrol in Syria today. We are still gathering information and will share additional details at a later time," a tweet from Operation Inherent Resolve's spokesperson said.
          The names of the two US service members will be withheld for 24 hours until next of kin is notified in accordance with DOD policy, according to CENTCOM's statement.
          There were several reported casualties in the city a militia controlling the city and a UK-based monitoring group said.
          The ISIS-affiliated Amaq agency said the attack in the northern city of Manbij was carried out by a suicide bomber with an explosive vest.
          "An explosion in Manbij's busy market street, initial reports of casualties," spokesman of the Manbij military council Shervan Darwish wrote on Twitter.
          ISIS didn't provide any proof it was responsible for the attack.
          The UK-based Syrian Observatory for Human Rights said at least 19 people were killed.
          White House spokeswoman Sarah Sanders said President Donald Trump has been briefed on the situation and issued a statement on the attack later Wednesday.
          "Our deepest sympathies and love go out to the families of the brave American heroes who were killed today in Syria. We also pray for the soldiers who were wounded in the attack. Our service members and their families have all sacrificed so much for our country," it said.
          Vice President Mike Pence has also been briefed, according to a tweet from his press secretary.
          However, Pence made no mention of the attack or the deaths of US service members while making remarks at the Global Chiefs of Mission conference at the US State Department Wednesday, claiming "The caliphate has crumbled, and ISIS has been defeated."
